Memorandum of Understanding Singapore Police Force - New York City Police Department Training Exchange Programme

The Singapore Police Force's Commissioner of Police Khoo Boon Hui and New York City Police Department's Police Commissioner Raymond W. Kelly have signed a Memorandum of Understanding (MOU) between the two forces to promote more effective law enforcement in the interest of public safety for the residents of the Republic of Singapore and New York City.
The ceremony took place at 11am on 10 April 2006 in New York (Singapore Time: 11pm on 10 April 2006 ).
Through the three-year MOU, both police forces hope to strengthen cooperation in the areas of development training and functional exposure of their officers under a training exchange programme which may include operational attachments on an observer status. The areas of mutual interest would include counter terrorism, crime scene investigation, crisis negotiations and crowd control techniques.
NYPD and SPF share a good working relationship of bilateral exchanges and knowledge sharing. Since May 2005, SPF has been hosting an NYPD officer on attachment to SPF units such as the Criminal Investigation Department, Commercial Affairs Department, Police Intelligence Department and Special Operations Command.
SPF also sent two delegations for an attachment with NYPD, the first delegation comprised seven officers over ten days in July 2005, and the second delegation would be for two officers in April 2006.
Commissioner Khoo said, ¡°This MOU signifies the common desire of both the Singapore Police Force and the New York City Police Department to strengthen our bilateral ties and working relationship. Formalising our training exchange programme will facilitate greater exchange of information and sharing of best practices between our two forces. I believe that both forces will benefit from the experience."
